Osceola County Mailman Arrested on Drug Delivery Charges

An Osceola county Postman was arrested and held in the Seminole County Jail without bond on allegations of drug delivery and use while on his delivery rout. Kissimmee Postal worker, Juan Fonseca, 37, is accused of delivering tens of thousands of dollars worth of cocaine and marijuana to empty homes and residences in foreclosure in Osceola County, federal officials have said.

Fonseca was originally picked up on state charges, but is now charged in a criminal complaint on counts of conspiring to possess with intent to distribute cocaine, possession with intent to distribute cocaine, conspiring to possess with intent to distribute marijuana, and mail theft by a postal employee.

According to the criminal complaint filed against the men, a postal inspector in September found a suspicious package addressed to an address on Philadelphia Circle, Kissimmee, and determined it contained about 24 pounds of marijuana. Several days later, the inspector found another package addressed to the Philadelphia Circle residence, and found out it contained about 22 pounds of marijuana. In November, postal inspectors found another suspicious package mailed from Puerto Rico to an address on Alaqua Trail, Kissimmee. Inspectors seized the package and found more than five pounds of cocaine

Man Arrested for Using Cell Phone to Record Nude Sun Tanner

According to the Lakeland Police Department, 42 year old Mark Douglas McElwee was arrested on a 3rd degree felony charge of video voyeurism during a tanning session. The report indicates that at about 5:40 p.m. McElwee, a banker with Wachovia Bank, used his cell phone to record a female patron tanning nude at Leon’s Tanning Salon in Lakeland, Florida.

It is alleged that McElwee reached his arm over the wall partition and used his phone to capture the woman’s nude images. When the woman noticed what was happening, she yelled at McElwee who then removed his arm and left. After reviewing the tanning salon’s computer, the police believe McElwee was involved.

During questioning, McElwee told police he had used his cell phone camera to take still photographs of the woman in “various stages of undress,” reports said.

McElwee was booked into the Polk County Jail and was released later that day on $1,000 bail.

Winter Park Police Officer Fired over Stripper

Winter Park Police officer Carlos Calderon, 31, was fired by the department on February 16, 2010, over alleged misconduct while under cover and subsequently covered it up. Calderon, whose undercover name was “Luis Lopez” is accused of becoming too intimate with a strip club dancer leading to kissing the dancer.

The Winter Park Police Department conducted an internal police investigation which concluded that Calderon lied when he denied having a romantic relationship with the 38 year old dancer. Calderon is appealing the decision.

Witnesses to the allegation also report that Calderon and the stripper engaged in sexual fantasy role playing; repeatedly bought drinks for an underage topless dancer; and spent about $4,200 on drinks and exotic dances to buy $275 worth of cocaine.

A Winter Park police official would not comment, saying the department will not speak publicly until Calderon’s appeal is resolved.

Florida DUI Driver Arrested With Son In Car

Marion County Deputies pulled over a driver Sunday, March 7, 2010 after they witnessed the driver of the vehicle speeding and weaving in and out of traffic with his son in the car.  Deputies report that Anthony Earl Siple’s Honda Sunday night on suspicion of drunken driving.  Marion County deputies report that Mr. Siple  and followed him at 70 mph in a 55 mph zone for more than a mile with her lights on before he pulled over.

In the vehicle with Mr. Siple was his 12 year old son in the passenger seat.  According to deputies, Siple had a smell of alcohol and red and watery eyes.  Siple failed the walk and turn, one-leg stand and finger to the nose field sobriety tests, the deputy said. During the alphabet test, the man stopped at the letter “H.” 

Siple was arrested on charges of driving under the influence and child abuse and neglect and was taken to the Marion County Jail, where a breathalyzer revealed Siple’s blood-alcohol content to be .292, deputies said. The boy was released to a relative could not finish, the deputy said.

Orange County Prosecutor Seeks to Disqualify Orlando Prostitution Case Judge

Prosecutors with the Orange County State Attorney’s Office have filed a Motion to Disqualify Orange County Judge Deborah Ansbro from a prostitution sting case.  Orange County prosecutors filed the motion after comments made by Judge Ansbro this week during a hearing which prompted a postponement of the hearing. 

According to the police report, Metropolitan Bureau of Investigations (MBI) agents conducted a undercover sting operation targeting massage parlor prostitution activity.  During one operation at Natural Therapies, it is alleged that an undercover agent touched the breast of a suspect during a prostitution sting.  This prompted the judge to say she already thinks that the officer behaved improperly.

An Orlando criminal defense attorney representing, masseuse Xueyan Zhou, claims his client did not give permission for the undercover agent to touch her breast. She is a victim of battery, he said, and should have her two second-degree misdemeanor prostitution charges dismissed.

MBI Director Phil Williams believes that the agent acted within the scope of his duties. Investigators contend Xueyan, 39, lifted her shirt and bra to expose her breast before offering sexual services for $20, reports show. The agent acknowledged in his report that he grabbed the woman’s breast when she exposed it.

At issue in the State Attorney’s motion is the contention that Judge Ansbro’s comments during a Jan. 29 hearing shows she made up her mind before hearing evidence on why the agent grabbed Xueyan’s breast, according to the motion.

Walt Disney World Worker Arrested on Child Porn Allegation

According to Florida Department of Law enforcement reports, a Walt Disney World employee was placed on administrative leave from the company based on accusations of possession of child pornography.  Patrick McKenzie, 62, a resident of St. Cloud, Florida was arrested after FDLE received a tip from a source indicating that McKenzie was using Limewire software to download child pornography from the internet.

 McKenzie is reported to be employed by Walt Disney World in their janitorial division.  He is being held on a $40,000 bond in Osceola County, Florida.

Former Cop Enters Plea Deal in “Dateline” Predator Sting

Former Alabama police officer, Todd Spikes, who was arrested during a “Dateline NBC: To Catch a Predator” sting in Flagler Beach (Florida) has reached a plea deal on Thursday, March 4, 2010, that would put him on sex offender probation for 10 years but spare him prison time. Spikes was facing up to 20 years prison if convicted on the both Felony charges of Lewd and lascivious exhibition and computer pornography and child exploitation, a third-degree felony.

It was alleged that Spikes, 44, who currently lives near DeFuniak Springs, not far from the Alabama border, drove to Flagler Beach in December 2006 to have sex with a 13-year-old girl named “Lindsay,” but the victim was actually a 46-year-old decoy.

But Spikes drove away from the “Dateline” decoy house without getting out of his SUV, and police stopped him a few blocks away. Flagler Beach police said they found a shotgun, an assault rifle and handguns, all loaded, in Spikes’ vehicle.

Prosecutors agreed to drop a second count of lewd and lascivious exhibition as well as a charge of attempted lewd or lascivious battery as part of the deal. Spikes could apply for early termination of probation after five years if he meets other conditions.

UCF Police Arrest Suspect on DUI and Drug Charges

University of Central Florida police arrested a driver accused of being intoxicated on campus Sunday.  UCF police allege the driver had more than 70 pills of controlled muscle relaxants in his car.

UCF police arrested Thomas Clyde Mastin Jr., 34, of Orlando, on allegation s of DUI.  According to UCF police, Mastin  admitted to the officer that he  had oxycodone, carisoprodol and alprazolam — three powerful muscle relaxants — in his car because he had “2 dislocated discs in his back,” the arrest report shows.  The police reports also shows Mastin explained he was on his way home after having “just a little bit” of alcohol at his mother’s bar in Casselberry where he works as a bartender.

Police found multiple prescription bottles for the medications under his name littering the vehicle. They also recovered a bottle of a prescription in another person’s name. All the pills had been mixed and divided among the different prescription bottles, police said.

Mastin  faces multiple counts of possession of carisoprodol, possession of controlled substance in unapproved manner, sale or delivery of oxycodone, possession of alprazolam with intent to sell, unlawful possession of a prescription, trafficking in oxycodone and driving under the influence and is being held at the Orange County Jail on a bond of $57,200.

Reports show police found his car parked in a grassy area on the side of Gemini Boulevard at about 6:21 a.m. Mastin was sleeping in the driver’s seat and appeared intoxicated, according to the arresting officer’s report.

Mastin failed the sobriety tests; however, a breath test measured his blood-alcohol content at 0.000. He told police he had a little alcohol before he left his mother’s bar, but also said he had taken some oxycodone before he started working.

Orange County DUI Checkpoint

Beginning Friday, March 12, 2010, the Orange County Sheriff’s Office, the Orange County Community Safety Task Force, the Ocoee Police Department will be hosting a DUI checkpoint that night, from 9 p.m. Friday to 4 a.m. Saturday, March 13th.

Information released by law enforcement agencies indicate that eastbound and westbound drivers will be stopped near 11953 West Colonial Drive. Ocoee and Orlando police, deputies and Florida Highway Patrol troopers will stop drivers in an attempt to remove suspected DUI offenders and other criminal traffic violators from the roadways.

Anyone stopped by police will be subject to a driver license check and possible arrest for suspended license offenses and outstanding warrants.

Orlando Area Teacher’s Aide Accused of Having Sex with Student

Former Celebration High School teacher’s aide, Dellys Serrano, has been charged with having sex with a 16 year old Osceola County student. Kissimmee police records indicate that teacher’s aide may have had sex with another student several years ago. That student has been interviewed by law enforcement and denied the allegation.

Serrano was arrested March 2nd after court-ordered photography confirmed intimate details of her body, including a mole covered by her underclothing. On Wednesday, the 36-year-old educator made her first court appearance and was ordered held without bond. Her next court date has not been set.  Kissimmee police began their investigation last week when the 16-year-old’s guardian contacted New Beginnings School and complained about Serrano’s relationship with the boy. The school’s principal notified police, a school district investigator and the state Department of Children and Families, records show.

The teen told investigators he began having sex with Serrano over Christmas vacation and first told investigators it happened inside her van at Chisholm Park on East Lake Tohopekaliga so that his mother would not know he brought her to their home, the report stated. After their initial encounter, Serrano instructed the boy not to tell anyone because she is married and she feared she would lose custody of her child if anyone found out.

Suspicions of impropriety began last fall when another New Beginnings student confided in an adult that his best friend was having sex with one of their teachers, according to a police report released Wednesday.

Sometime in February, the teen tried to end the relationship. According to the teen, Serranodid not take his news very well and allegedly sent text messages saying she loved him and wanted to have birthday sex with him the report stated.
